The applicant requests a zoning concept plan amendment to increase independent-living units from 80 to 120, special-exception approvals to modify plat design and layout for continuing-care uses, and a zoning modification to reduce building and parking setbacks along Belmont Ridge Road and the Dulles Greenway. Planning staff concluded the proposal is consistent with the 2019 general plan and recommended board approval to advance Goose Creek Village toward its intended use mix.
