Cedar City okays $23,119 airport change order after FAA trims scope

Cedar City Council approved a reduced change order of $23,119 for airport project AIP-049 after the Federal Aviation Administration removed or delayed several items from the contractor request.
Airport Manager Tyler Gellick told the council the FAA rejected two items and pushed one item to a later change order. Gellick said the FAA would not fund additional hallway “can lights” for the display area and would not fund a security door for the SkyWest baggage area because that door sits outside the project area. He said the city would request a private quote to add the lights and try to fund them from the airport operating budget or next year’s capital budget.
"We're requesting a quote from the company to do it outside of the project scope, and we should see that cost drop significantly," Gellick said, referring to the hallway can lights and adding the electrical infrastructure already exists.
Council members pressed whether deferring the door will increase later costs; Gellick said adding the SkyWest door later would likely be cheaper for the city because it would no longer be subject to Buy American and grant wage requirements. He said the city will seek operating- or capital-budget dollars to add the lights so the renovated terminal “looks shiny and clean” when reopened.
Separately, on a different airport contract (AIP-048) the city reported a deductive change order: the city expects a $3,540 net refund after adjustments and will invoice that through the grant. Staff said the reduction fell within the policy thresholds that allow the project manager or mayor/city manager to approve without additional council action.
