Staff said the change is under development and will return as a redlined framework for committee review and public posting; no final committee vote on the commercial maximum was recorded at this meeting.
Committee members asked for clarifying language about what types of roof work would be eligible for commercial grants and whether roofing is currently eligible; staff agreed to investigate historical practice and return with proposals. Members also discussed guardrails such as requiring contractor bids and documented evidence (for termite work and large roof repairs) before disbursing funds.
The committee directed staff to add specific application instructions and reporting requirements for termite mitigation and to include conditions that protect CRA funds from being used for routine maintenance only.
