Ventura LAFCO executive officer reports CALAFCO governance dispute, says membership seeks safeguards

Kai (executive officer) told the commission that the board—s July action to remove the legislative committee was taken without membership outreach, prompting numerous executive officers to request reinstatement and policy changes to protect member LAFCOs. He said the CALAFCO board held a lengthy meeting on Jan. 10 to consider executive officers' suggested policy revisions and to conduct a performance review of the executive director. The Jan. 10 meeting ran longer than scheduled; Kai said the board committed to a special meeting in early February to consider implementing the suggested changes but at the Jan. 10 session took no immediate specific action to adopt the proposals.
Kai said several member LAFCOs have signaled they may not renew membership absent substantive changes; he cited San Bernardino as having decided not to renew and said other LAFCOs, including San Diego and Los Angeles, have indicated similar considerations. The status of the executive director remained "unknown" after a closed‑session performance review, Kai said. He told the commission he would report further as the situation develops.
Commissioners thanked the executive officer for the update and commended the outreach that helped secure the legislative committee reinstatement; several commissioners said they would follow up with county counsel about related disclosure practices.
No commission action was taken on the CALAFCO update; the item was presented for information and possible future discussion.
