Ventura LAFCO affirms Gold Coast Transit District sphere of influence; commissioners ask about service coverage

The Ventura LAFCO Commission on Jan. 15 adopted a resolution reviewing the sphere of influence for the Gold Coast Transit District and found no update to the district—s sphere was necessary.
Staff summarized the district—s formation and operations, saying Gold Coast was formed in 2013 to administer public transportation and has a fleet of 111 vehicles (including 61 fixed‑route buses), about 3.5 million annual riders, 19 fixed routes and paratransit services. Staff noted the district relocated its headquarters in 2019 to a larger facility in north Oxnard.
Commissioners raised questions about the geographic scope of the district—s sphere, which extends across the county even though Gold Coast currently provides regular service principally in the western portion of Ventura County. A commissioner asked why the sphere includes the entire unincorporated county when service is concentrated between cities; staff explained the district was established by state legislation, the sphere was set in that formation process, and including the county avoids repeated annexation actions if future service is extended or cities decide to join the district.
Staff also noted that multiple transit providers operate in the county—including VC Transit (VCTC services), the Ojai Trolley, the East County Transit Alliance and other local shuttles—and that the district may explore coordination or consolidation opportunities where appropriate.
After discussion, a commissioner moved and the commission approved the staff recommendation to adopt the sphere determination for Gold Coast Transit District.
