Council receives AB 1600 impact-fee report; consent calendars approved

The Lake Elsinore City Council on the meeting record received and filed the annual AB 1600 Development Impact Fee Compliance Report for fiscal year 2023-24 and approved routine consent calendars for the city and the successor agency.
Assistant Administrative Services Director Raffney presented the AB 1600 report, which itemizes development impact fees collected and the projects for which carryover funds are earmarked. Raffney told the council the carryover balances included a library facilities fee of approximately $1,100,000 for a future downtown library; fire facilities fees of about $1,000,000 for a future fire station; and storm-drain fees totaling approximately $3,400,000, with a majority expected to be used on the Avenues drainage project and Main Street.
Raffney reminded the council that state Government Code requirements for AB 1600 reporting mean the city must either spend fees on eligible projects or refund them after five years. "If we do not report or spend the funds within 5 years, we are liable to refund these fees back to the developer," Raffney said.
After staff presentation the public hearing was opened; no members of the public requested to speak. Councilmember Johnson moved to receive and file the report; Councilmember Manos seconded the motion, which carried 5-0.
