Millbrae council reorganizes ad hoc subcommittees; creates economic development, parking authority and rules groups

The Millbrae City Council voted 5-0 on Jan. 14 to update its list of ad hoc subcommittees and liaison assignments. Mayor Fung presented a package of changes intended to align subcommittees with council priorities for 2025.
The council approved the following notable changes:
- Renaming Budget & Finance to Budget Appropriation and Commission & Committee Interview to Commission & Committee Appointment. - Consolidating homelessness work into a Public Safety subcommittee and merging the MSASP Westside Development and Eastside Specific Plan matters into a single Land Use subcommittee. - Creating three new ad hoc subcommittees: Economic Development; Parking Authority; and Rules (to review council protocols and operational policies). - Converting the Joint School Liaison and the Social Equity & Cultural Inclusion group into single-member liaison roles rather than standing subcommittees. The mayor also recommended renaming the Millbrae Chamber liaison to “Millbrae Business Community Liaison.”
City Clerk Elaine Tran briefed the council on the process and noted the annual review required under council protocols. Mayor Fung said the restructure is intended to concentrate council resources where staff and the city expect substantive work in the next 12–24 months, including parking strategy, economic development and protocol updates related to district-based elections.
A motion to adopt the updated subcommittee structure was made by the Vice Mayor and seconded by Council Member Rinaldi. The vote was 5-0.
Why it matters: The reorganization directs two-member working groups to examine focused policy areas, prepares the council to handle parking and economic-policy work, and establishes liaisons for ongoing external coordination with schools and community equity initiatives.
