Salem building committee reviews preliminary design program, site constraints and outreach plan

The Salem Public Schools building committee on Dec. 19 reviewed the preliminary design program (PDP) schedule required by the Massachusetts School Building Authority (MSBA), discussed the draft educational program and space summary that will determine building square footage, and heard preliminary site analysis and community outreach plans from the district's design team.

Committee members and consultants outlined the PDP deliverables the district must submit to the MSBA to remain on the agency's review calendar. The district's draft educational program — the narrative that defines grade and school configuration, class-size policy, scheduling, curriculum delivery, security and other operational assumptions — will feed the space summary that in turn sets net and gross square-foot requirements. The committee was told the space summary must also be signed by the Salem school committee before the PDP submission is finalized.

Design consultants said the PDP phase will include: (1) an educational program and space summary, (2) an evaluation of existing conditions, (3) site development requirements, and (4) a preliminary evaluation of alternatives (for example, renovation-only, renovation with addition, or new construction). The consultants noted that many existing building systems are near the end of their useful life and will factor into the alternatives analysis and cost estimates.

School representatives said work on the educational program is already underway and that staff drafted language reflecting local priorities: a combined focus on the middle-school pilot model, the high-school "portrait of a graduate," and the district's CTE (career and technical education) objectives. The committee was told the district aims to present a draft educational program early in the new year and to refine it as the PDP develops; the space summary will be produced in parallel because it is derived from the educational program.

Committee members discussed grade configuration. Retreat materials and an advisory vote by the school committee earlier in the process have leaned toward a 7–12 configuration, though the school committee will take a formal vote in January. Members raised concerns about scheduling, shared-space logistics, supervision, and ensuring younger students' access to specialized resources if grades are combined in one building; proponents noted potential benefits including shared resources, mentoring opportunities and expanded course offerings.

The consultants described the PDP-level site analysis conducted to date. Key constraints cited: wetlands across portions of the campus, a utility easement that limits building within its corridor, substantial ledge in parts of the site that can increase earthwork and foundation costs, and existing shared parking and facilities (including the Horace Mann elementary facility and related parking) that affect developable area. Consultants warned that some exterior work could trigger state environmental review thresholds (the consultants referenced the Massachusetts Environmental Policy Act process) and that any new access onto Highland Avenue would require review and approval by MassDOT.

The design team also walked the committee through program-level technical concepts that affect size and cost. The MSBA grossing factor used in reimbursement calculations was described as the standard 1.5 grossing multiplier (gross = net + 50% of net), which covers circulation, walls, toilets and other non-instructional circulation; committee members were urged to program any special-purpose rooms (for example, extra art or band rooms, custodial/maintenance spaces, mechanical rooms) into the net square-footage so they are considered in reimbursement and cost estimates.

On outreach and data collection, the design team presented draft surveys for staff, students, departments and the broader community. The committee discussed staging the outreach: begin with faculty, staff and students, and then broaden to parents and the community once contextual materials and translations are in place. The design team recommended a translated community survey and suggested a Jan. 15 target for collecting initial responses to help inform the educational program.

Committee members asked that the project presentation materials include clearer, accessible documentation of existing building conditions — for example a short video tour and consultant narration — to help community members see the technical state of the facility. The consultants said they would provide summary slides of existing-conditions photos and technical findings in the PDP appendix.

The meeting also covered programmatic site ideas documented in a prior study, including an exploratory exercise about whether a portion of the campus could support housing to fund project costs; consultants and staff described that idea as aspirational and said it raises additional regulatory and feasibility questions.

The committee directed staff and consultants to proceed with drafting the educational program and space summary, to refine the outreach schedule and translated surveys, and to add a building committee meeting in mid-February to authorize the preliminary design program submission required by the MSBA. No district vote to select a final option (renovation, addition, or new construction) was taken at this meeting; the discussion centered on PDP inputs and next steps.
