Kuna City Planning and Zoning Commission on Jan. 14, 2025, voted to recommend approval of Case No. 24-05-OA, a zoning text amendment that adds definitions and new application requirements for energy production and energy storage facilities.
The amendment would add definitions to KCC Title 5, Chapter 2, Section 3 for terms including energy production facilities (renewable resources), energy storage facility, public service facility, public uses, substation distribution, substation source, and transmission lines (including high-voltage transmission). It would also change the schedule of land use regulations in KCC Title 5, Chapter 8, Section 5 by adding energy storage as a distinct use and removing “power plant” as an allowed use in the M-1 zone. Additional application requirements proposed in KCC Title 5, Chapter 8, Section 10 would require applicants for energy production and storage facilities to submit a decommissioning plan, a fire protection plan and an emergency response plan.
Doug Hansen, Kuna planning and zoning director, summarized the text amendment and the code sections affected, saying the changes are intended "to include a decommissioning plan, a fire protection plan, and an emergency response plan." The commission opened public testimony at 6:02 p.m.; no members of the public had signed up to speak and the public testimony period was closed at 6:03 p.m.
Commissioners discussed the proposal briefly and expressed support for clarifying definitions and adding safety and decommissioning requirements as renewable-energy projects have increased locally. A commissioner noted reading the proposed changes in advance and supported the clarification of definitions and required plans.
A motion to recommend approval of Case No. 24-05-OA was made, seconded and approved by roll call voice vote with no recorded opposition. Present commissioners recorded in the meeting were Chairman Dana Hennis and Commissioners Brian Clark, Ginny Greager, Jim Mann and Bobby Rossidello; the commission's recorded vote was all in favor.
Doug Hansen reported there were no further staff updates, and the meeting adjourned.
