Council approves rezoning for Concord Turnpike subdivision; 21 single-family homes proposed

Lynchburg City Council voted 7-0 on Jan. 14 to adopt an ordinance rezoning 2712 Concord Turnpike and a portion of Spinoza Circle to allow construction of a single‑family subdivision of 21 homes, with a potential 22nd home depending on final stormwater design.
The rezoning petition, summarized to council by Rachel Fleschhausen of planning staff, would permit single‑family detached homes on smaller lots than currently allowed by the existing zoning. Fleschhausen said the city’s comprehensive plan and the Tyriano and Pleasant Valley master plan recommend low‑density and housing that serves diverse demographics, and that the planning commission had recommended approval on Oct. 23.
Amy Seif, partner and principal engineer with AccuPoint Surveying and Design and a Lynchburg resident, represented the petitioner and said the development would be built as a city street with public water and sewer connections and associated connection fees. "This allows us again to make it affordable to build and hopefully affordable to other families," Seif told council.
During deliberations council members spoke in favor of the project’s scale and compatibility with surrounding single‑family lots. Mayor Taylor said the effort represents "a beginning phase" of development in an untapped area; another council member noted seeing examples of the developer’s work in other Lynchburg neighborhoods.
The council moved to adopt the ordinance without recorded roll‑call names in the public transcript; staff recorded the final outcome as "motion passes, 7-0." The public hearing for the item produced no registered opposition.
The rezoning would permit construction of 21 single‑family homes, with an additional lot possible pending stormwater facility design. City staff said sidewalks and utilities would be public and that the development aligns with neighborhood plan recommendations.
Council did not attach additional conditions beyond those noted in the staff presentation. The matter will proceed under the adopted ordinance for subsequent permitting and utility connections.
