City planner outlines 2025 road projects, storefronts and housing activity

City planner Mister Cooper told the Riverdale City Planning Commission that multiple construction projects impacting city streets and development sites are scheduled for 2025 and that staff have been coordinating with state and private contractors.
Cooper said UDOT expects to award and begin work on ramps at 44100 by April, and that a concurrent roundabout project on a rear drive is planned for construction over the summer. He said the project at what staff referred to as 56100 will change how drivers access a nearby frontage road (Freedom Park Drive) to push turning movements away from the bridge intersection while crews work on the bridge.
Cooper described the America First/1500 West project as contingent on delivery of a critical water-line component: “If they get it, they’ll be able to finish that road in 2025. If they miss that window then that road won’t be finished until 2026,” he said, adding staff are assisting the contractor where possible.
On private development, Cooper said a tenant-improvement for Trader Joe’s will be an interior remodel and some façade work inside an existing Ashley Furniture-occupied building; the landlord hopes to be under construction on its portion by Feb. 16, with Trader Joe’s completing work later in the spring or early summer, pending construction scheduling. He said Mission Barbecue will add minor site improvements, including ADA stalls. Cooper also updated commissioners that the Kia dealership and the former Aaron’s space have inspection work underway and that Coleman View has recorded a phase-two plat, with Alpine Homes preparing to build roughly eight homes in that phase and Fieldstone continuing permitted construction.
Commissioners asked whether bridges and local access would remain open during work on 44100; Cooper said Riverdale’s public-works director has emphasized keeping at least one lane open and that contractors are planning to build a bridge span off to the side for efficiency. He also said the city has new drawings showing aesthetic elements and retaining current art features on the bridge wall.
Cooper closed by noting routine permit and inspection activity continues and by offering to bring drawings from the design-review committee to the next work session for commissioner review. No formal action was taken on these informational items.
