The appropriation was described as proactive: the city must be prepared to hold a special election if an initiative petition collects at least 613 valid signatures within the statutory collection period.
Sarah (municipal staff) told the Assembly that petition booklets were issued Dec. 30 to the sponsors after certification of a citizen initiative on Dec. 16. Petition sponsors have until March 30 to collect 613 valid signatures; the charter requires a special election within 40 to 90 days after sufficiency is certified. Sarah said the projected cost for preparing for and, if necessary, holding the special election totals $17,830; if no election is required, the funds would revert to the general fund.
Assemblymembers thanked staff for acting proactively to ensure the municipality can comply with charter deadlines. The motion to approve the appropriation on first reading passed 5-0.
