Board discusses athletic-eligibility application for high-school pupil reassignments; committee favors maintaining principal-level reassignments

A member of the policy committee updated the board on conversations about Policy 3620-R and a draft athletic-eligibility application for high-school students who seek immediate eligibility after a pupil reassignment.

The committee recommended against shifting primary responsibility for pupil reassignment from principals to the full board, citing the principals'local knowledge and the three-tiered approach the committee favors: principals handle initial reassignment requests, central office reviews, and the board serves as an appeal body.

As part of that approach, the committee developed a one-page athletic-eligibility application that would be provided to parents in cases where a student transferring high schools wants immediate eligibility for athletics. The application lists eligible reasons for immediate consideration'medical needs, documented mental-health issues, involvement with social services or the courts, safe-school transfers, district-employee hardship, and other significant hardships'and allows parents to attach supporting documentation such as doctor's notes.

Under the proposed process, a parent would submit the application to the board administrative assistant, who would route it to the committee established for eligibility decisions; if the committee denies eligibility, parents could appeal to the full board. The committee plans to review the draft at a future work session and return with recommended language.

There was no formal vote; the committee presented the draft form for board members to review.
