Cole County Commission approves EMS training contract, building cleaning award, surplus ambulance title and routine payables; votes to enter closed session

The commission also voted to enter a closed session citing Section 610.021(1) for legal actions.
The commission approved a contract renewal with FlightBridge to provide online continuing education and annual compliance training for county EMS clinical staff. County staff said negotiations produced a roughly $3,000 reduction in the first-year fee and that the agreement includes automatic renewals for two additional cycles (three years total). The cost reported for the coming year was $8,788.26. County staff emphasized the renewal clause is contingent on appropriation and that the contract is priced per-employee, so totals could change if personnel counts change.
Chief Ford, who presented the item, described FlightBridge as a longstanding partner: "they provide us really good products," he said. Commissioners asked about potential future price increases; staff said they did not see built-in renewal increases in the document provided but noted the vendor's billing is broken down by per-employee licenses.
The commission moved to award janitorial services for the McHenry Emergency Medical Services building to After Hours Building Maintenance for $11,790 annually. The winning bidder and the tabulation were provided to commissioners; staff noted a formal contract had not yet been executed at the time of the vote.
Two accounts-payable items included with the meeting materials were approved on a motion and voice vote. The commission also signed a surplus title for a 2016 ambulance the county is trading in; staff said the new ambulance had already been delivered.
Near the end of the session, a commissioner moved that the board go into closed session pursuant to Section 610.021(1) to discuss legal actions. The motion was seconded and the commission voted by roll call; the transcript records "Yes" votes from Sam, Harry and Jeff.
All motions described above were seconded and approved during the meeting. Several items were presented as routine consent or procurement actions and were approved by voice vote; the FlightBridge contract had a brief discussion about auto-renewal language and per-employee pricing.
