Council hears recommendation to appoint Jennifer Gilstrap as assistant judge

Judge Snow addressed the mayor and council and outlined Gilstrap’s background in law enforcement and court administration. Snow said Gilstrap “has been a public servant for 15 years” and noted that Gilstrap previously served as a police officer and later as a jury-trial coordinator for the city court. Snow told the council that, with Gilstrap’s assistance, “we have reduced our jury trial docket down from about 1,200 to about 400.”
Snow described the certification and mentorship requirements for municipal court judges in the state and said Gilstrap had completed required training and mentorship through court administration. “She has since completed training. She has done her mentorship through the court administration, and she’s exceeded all of that,” Snow said.
Council members asked procedural questions about qualifications and the number of assistant judges on the court. Snow said the court currently has one chief judge (Snow), one associate judge (Judge Sterling), two assistant judges and a clerk of court who is also a certified judge. Snow also said assistant judges primarily handle document issuance and preservation and can preside when needed after additional training.
