The resolution memorialized projects completed under Burns' tenure, including construction of a new county administrative building, land acquisitions for future county offices, the boat ramp property procurement and renovation of the Carolina Wellness Center to add substance‑use and behavioral‑health services. The resolution concluded with the board's expression of gratitude and best wishes for Burns' future endeavors, including completion of his doctoral studies.
Burns addressed the board in a farewell statement during the manager's report. "I never envisioned it would be this long," he said of his tenure, and thanked employees and commissioners for their collaboration and support. He urged commissioners to continue staff support and noted challenges the county has faced together, including storms and public‑health crises. "I would encourage you to continue to serve as you have," Burns said during his remarks.
Commissioners offered personal tributes, thanked Burns for his leadership and said they will pursue steps to fill the county manager role. The board presented Burns a resolution and a gift; the resolution was adopted and will be filed with the minutes.
The board noted Burns will depart to pursue personal and academic priorities and said staff and commissioners will work through the transition and interim management arrangements during a forthcoming closed session.
