Committee approves bill to give Oil and Gas Commission authority over CO2 pipelines

The committee advanced House Bill 14-12, a companion measure to the Class VI well authorization, that would give the state Oil and Gas Commission authority to permit and regulate pipelines used to transport carbon dioxide to geologic storage sites.
Senator Stone described the measure as complementary to the well bill: “One deals with the well itself ... and the other one falls under regulations of pipelines,” he said, explaining that the two bills amend different code sections and interact with different federal agencies. Committee members asked about the rationale for separate bills; sponsors said the bills address distinct regulatory code sections and federal agency roles.
No members of the public testified. The sponsor closed, a motion to pass was seconded by Senator Gladding, and the committee approved the bill by voice vote. The transcript does not include a numeric roll-call tally.
