Commission authorizes up to $24 million parking and roadway rehabilitation contract

The Airport Advisory Commission on Feb. 12 authorized a contract with Alpha Paving for asphalt parking lot and roadway rehabilitation and repair. The indefinite delivery/indefinite quantity (IDIQ) contract has a two‑year initial term with up to three one‑year renewal options and a cumulative authorization not to exceed $24,000,000. Commissioners were told $18,900,000 is currently available in the capital budget for the work.

Deputy Chief Linus Rigg described the contract as a vehicle to streamline delivery of multiple pavement repair and rehabilitation projects across airport landside roadways and parking areas. Staff said the airport previously relied on city resources for similar work but is pursuing its own IDIQ to ensure timely execution of airport capital and rehabilitation needs.

Commissioners asked whether the contract covered airside pavements; staff clarified it covers landside parking lots and roadways, not runways or airfield pavements. The vendor was reported to have prior City of Austin project experience and a prior small repair on airport property.

Commissioner Madol moved approval and Commissioner Fang Fang seconded. The vote was unanimous. Commissioners also discussed the firm’s minority/DBE participation goals and noted the company’s leadership includes minority founders, and staff said the city’s Small and Minority Business Resources (SMBR) department will continue to set and monitor goals per ordinance unless changed by law.

The authorization allows staff to assign work under the IDIQ as specific projects are defined and funded under the airport capital program.
