Council adopts state-template stormwater BMP standard operating procedures and forms

Far West City adopted the Utah Stormwater (USWAC) preferred best management practices standard operating procedures and associated forms required by state law (UCA 19-5-108.3/HB 507) and will publish them on the city website.
The Far West City Council unanimously adopted the USWAC-preferred stormwater best-management-practice (BMP) standard operating procedures and associated template forms required by Utah Code and recent state guidance.
Staff reported that Utah law (UCA 19-5-108.3 and implementing guidance from HB 507) requires municipalities to adopt and publish standard operating procedures and template forms for stormwater construction controls. Staff said the draft documents are largely the state template with minimal local edits; adoption satisfies the statutory duty to post the SOPs and forms on the city website.
Councilmember Maureen (motion) and Councilmember Katie (second) moved to adopt the package of SOPs and forms; the council voted unanimously to adopt. Staff said the documents can be amended in future meetings if operational issues arise and that the city is already technically late on implementation because the state deadline had been Jan. 1; adopting now and posting the forms corrects the compliance gap.
The materials govern stormwater management and construction-site controls, and staff said they provide a consistent inspection and enforcement framework for construction activity in the city.
