Madera County Civil Service Commission approves classification abolishments, two voluntary demotions and 2025 meeting schedule

The Madera County Civil Service Commission on Tuesday, Dec. 17, 2024, voted unanimously to abolish multiple job classifications, accepted two voluntary employee demotions and approved a proposed calendar of meeting dates for 2025.
Sabrina Mendez, Department of Human Resources staff, told commissioners the classification changes stem from a recent classification-and-compensation study and that the listings before the commission had no incumbents. "There are currently no incumbents in the classifications," Mendez said during the meeting, adding the abolishments were negotiated with the affected bargaining units.
The commission approved six agenda items under regular business by voice roll call votes of 4-0. Items included abolishment of classifications for the clerical and technical unit (agenda item 4.a, file 11322), abolishment of classifications for bid management (4.e, file 11393), and abolishment of classifications for the SEIU-represented unit (4.f, file 11394). Mendez said the listings dated from the 1990s and early 2000s and had been vacant for a long time; the county and the respective units agreed the classifications should be formally abolished.
Two voluntary demotions also were approved. The commission accepted a voluntary demotion for Julia Pineda (agenda item 4.c, file 11385); human resources said Pineda requested the demotion and that "the salary shall not be higher than the amount previously received." The commission also approved a voluntary demotion for Suje Montes (agenda item 4.d, file 11390), from eligibility worker I to office assistant II in the Department of Social Services; Mendez said Montes will be paid at the step providing the closest monthly salary, not to exceed the prior amount.
Commissioners approved a proposed schedule of Civil Service Commission meetings for 2025 (agenda item 4.b, file 11367), with meetings to continue on the third Tuesday of each month unless special hearings or other scheduling needs arise.
During discussion after the votes, a commissioner asked about an effective date noted in one item. Mendez said the effective date was made contingent on commission approval and that, in the cited case, the date aligned with the beginning of the pay period (Nov. 21). The transcript shows commissioners asked clarifying questions about effective dates and the standard pay-period practice.
Public comment included an extended personal statement by a participant who said he is awaiting hearing aids from the U.S. Department of Veterans Affairs and asked colleagues to be patient if he needed questions repeated. Commissioners and staff acknowledged that accommodation and said they would make an effort to speak one at a time during hearings.
The commission heard no contested appeals or public objections to the personnel items during the meeting and completed roll call votes for each item. The meeting concluded with brief staff remarks and holiday greetings before a motion to adjourn.
