The Orange County legislative delegation elected new officers during its Jan. 9 session. Representative Johanna Lopez was elected chair, Representative LaVonne Bracy Davis was elected vice chair, and Senator Carlos Guillermo Smith was elected delegation secretary.
Nominations were opened after the morning presentations. Johanna Lopez was nominated for chair and seconded; members voted by voice to approve her nomination. LaVonne Bracy Davis was nominated for vice chair, seconded, and similarly approved by voice vote.
Carlos Guillermo Smith was nominated for secretary and the delegation took a recorded vote; the clerk’s record reflected nine yeas and one nay. The delegation’s rules require that the chair and vice‑chair represent districts where at least 50% of precincts lie within Orange County, a condition cited during nominations.
The newly elected officers will assume their duties at the conclusion of the meeting that afternoon.

The delegation’s leadership slate will serve during the 2025 session and will preside over the delegation’s remaining business, including scheduled follow‑up on local bills and agency requests.
