Daniel (Community Development staff) told the council Jan. 8 that sections of the new Health Tier Center have been issued certificates of occupancy and are being used even though other portions of the building remain under construction.
Daniel said the city issued partial certificates of occupancy for completed sections so those areas may be used while builders finish work elsewhere. He emphasized that the inspections focused on safety systems — electrical and life-safety items — and that the remaining work is primarily functional (for example, final internet/service connections).
Daniel also addressed questions about a new restaurant on State Street near Iceberg: staff said that as of the work session they did not have a confirmed tenant name and that the permit activity is ongoing. In a separate update, Daniel said Holy Taco has a final inspection scheduled for Friday morning and appears to be nearing completion. He said Fat Cats (another restaurant) had returned its first round of plan-review comments and city staff were awaiting revised plans.
Why it matters: partial occupancy of a large community facility allows events and services to begin before full project completion. Restaurant openings and entertainment tenants influence downtown foot traffic, parking and business licensing.
