The commission voted to approve the agenda and the minutes from the Dec. 11 planning commission meeting before moving on to nominations. Commissioner Val Pressler was nominated, seconded and approved as chair. The commission then nominated and approved Dean to remain pro tem for 2025.
During review of the manual, commissioners and staff discussed several procedural items. Commissioners asked whether the planning commission could lawfully call closed meetings and whether the manual’s language should require a two‑thirds vote to expel a disorderly attendee. The group agreed to ask the city attorney to verify any statutory limits on closed sessions and recommended changing instances of “continue” to the commission’s customary term “table.” Commissioners also asked that the title “chairman” be changed to the gender‑neutral “chair.”
On the question of expelling disruptive attendees, members recommended replacing a two‑thirds threshold in the draft text with a simple majority vote and adding a clause that allows the chair to call a recess or close a meeting at their discretion; legal staff will review the revised language. Commissioners discussed practical enforcement — the need for an on‑site officer to remove a person physically, and that in some instances the chair could immediately recess or adjourn rather than attempt removal by vote.
Commissioners and staff noted a prior meeting that nearly ended after an outburst; that incident informed the current review of decorum and enforcement language. The manual edits discussed were primarily punctuation, wording consistency ("table" vs "continue"), and clarifying which staff position performs administrative tasks in specific procedures; staff said corrected drafts would be provided to the attorney for final review.
The meeting also included routine procedural votes: adoption of the meeting agenda, approval of prior minutes, nomination and confirmation of chair and pro tem, and the commission’s acknowledgement that the reviewed manual sections were complete pending legal review.
The commission welcomed a new alternate, Myla Allinson, who introduced herself and described an interest in historic preservation and architectural history. Allinson said she moved to Toquerville two years ago and that preserving the town’s historic character motivated her to join the commission.
The commission closed the item after compiling the suggested edits and directing staff to forward the revised draft to legal counsel for review.
