Monterey County staff told the Planning Commission on Jan. 8, 2025 that the county’s 6th‑cycle housing element is out of compliance with state law (the submittal was due Dec. 2023), that the county has received a findings letter from the California Department of Housing and Community Development (HCD), and that staff is targeting a revised submittal to the state in March 2025 and certification by late summer 2025.

Staff presented the housing element’s purpose — demonstrating how the county will accommodate its Regional Housing Needs Allocation (RHNA) for 2023–2031 — and summarized the current RHNA allocation for unincorporated Monterey County: 3,326 units total across income levels. Staff said the county’s draft sites inventory and “buffer” planned capacity totals 6,233 units to provide flexibility, but HCD’s findings raised questions about the site inventory methodology, particularly how the county estimated affordability and unit counts on “large sites” (sites over 10 acres).
