The Indianapolis Board of Public Works on Jan. 8 approved multiple construction contracts, change orders, contract amendments and fuel-supply agreements that the Department of Public Works staff said will keep several infrastructure projects on schedule.
The approvals included three construction contract awards, multiple change orders and amendments, final acceptance of two completed stormwater projects, and three separate bulk fuel supply agreements. Board members voted to adopt the revised Jan. 8 agenda at the meeting start and then moved through the session’s procurement and project items.
Jason Watt, administrator of construction for DPW Engineering, described the largest construction awards. He told the board that the engineering division recommended awarding CH-18-002 Fall Creek retaining wall repair to HIS Constructors Inc. for a not-to-exceed $544,433.22, noting the bid was “the lowest, responsive and responsible bidder.” The work covers removal of the failed portion of the retaining wall and grading the embankment; substantial completion is scheduled for Oct. 1, 2025, and final completion for Nov. 15, 2025.
Watt also presented the low bid for BR-43-001 Mendenhall Road over Goose Creek to OLCO Inc. for a not-to-exceed $1,027,887.85. That project replaces the existing structure with a three-sided structure carrying two 12-foot lanes and sidewalks, with substantial completion scheduled for July 31, 2025. For BR-16-074 Lafayette Road over Little Eagle Creek, Beatty Construction was the low bidder at a not-to-exceed $1,541,200 for a bridge rehabilitation involving arch and spandrel repairs, new partial-depth roadway, railings and sidewalks. Watt gave the engineer’s estimates for each project and said the low bids ranged from about 4.6% over to 42.7% below their estimates.
The board approved multiple change orders. The board authorized Change Order No. 2 to SD-22-102 Thoroughfare Drainage Improvements (Milestone Contractors LP) with a net decrease of $12.55 and a 170-day extension to substantial final completion; DPW staff said the contractor’s efforts and savings allowed inclusion of additional culvert work while keeping the project under budget. The board also approved Change Order No. 1 to ST-2378 Residential Street Reconstruction Sector 2 (Calumet Civil Contractors Inc.) in an increased amount of $140,221.34 and 47 extra days, and Change Order No. 2 to PA-25-003 Pogue’s Run Trail Phases 2–3 (Morphy Construction Inc.) in an increased amount of $149,640.41 with one additional day to completion.
On professional services, the board approved Amendment No. 1 to GT-06-001 (Nickel Plate Trail) with HWC Engineering (listed in the agenda as Hanham, Waggle, and Klein Engineering) to add $190,027.27 for additional inspection work related to stormwater drainage; DPW said some drainage issues were identified during construction and additional inspection services are needed. The board also approved Amendment No. 5 to ENG-19-022 (Stormwater Design and Inspection) with Commonwealth Engineers Inc. with no change to the contract amount but the addition of a subconsultant and their rates.
The board granted final acceptance for two stormwater contracts: SD-30-068 Biltmore Gardens Neighborhood Drainage Improvements (Calumet Civil Contractors Inc.) with a final contract amount of $5,721,852.96, and SD-19-072 Keystone Avenue South stormwater outfall (Eagle Valley Inc.) with a final contract amount of $17,782,412.32.
On municipal fuel procurement, the board awarded bulk supply and delivery contracts under RFB 14DPW1645 to three vendors: Yoder Oil LLC (unleaded gasoline and diesel), Petroleum Traders Corporation (unleaded non-ethanol fuel) and Mansfield Oil Company of Gainesville Inc. (B5 and B20 biodiesel blends). Brian Kavanaugh, general counsel for DPW, said the procurement used the city’s Fleet Services process and named the low bidders for each fuel type.
The board also adopted Resolution No. 1 for 2025 authorizing transfer of a small portion of DPW-owned parcels near 752 E. Market St. and 730 E. Washington St. to the Department of Metropolitan Development to facilitate redevelopment; DPW staff cited Indiana Code IC 36-1-11-8 as the enabling statute.
Most motions passed after the staff presentations with the board routinely asking for and receiving no further questions. Where the record did not show roll-call tallies, the board’s actions were recorded as approved without an itemized vote count.
Several projects include firm milestone dates: Fall Creek retaining wall (substantial completion Oct. 1, 2025), Mendenhall Road bridge (substantial completion July 31, 2025), and Lafayette Road bridge (substantial completion Nov. 15, 2025). DPW staff said the procurement and contract changes were intended to keep construction progress moving and to incorporate work found necessary during construction inspections.
The board moved on to other items after the approvals; staff indicated they would continue to answer follow-up questions and provide contract details to board staff and interested members as procurement rules allow.
