Committee postpones two Waimea land-use applications to Feb. 4 at applicants' request

On Jan. 7, 2025, the Committee on Legislative Approvals and Acquisitions postponed two related Waimea land-use items — Bill 198 and Bill 199 — to the Feb. 4 committee meeting at the applicants’ request.
Bill 198 sought to amend the state land use boundaries for Hawaii County by changing a parcel in Waimea from the agricultural district to the rural district (tax map keys 6-4-024-027). The applicant’s planning consultant, Darren Rai, told the committee the applicant had submitted a written request dated Jan. 2, 2025, to postpone the item after becoming aware of procedural questions related to Bill 199 and to give the committee more opportunity for review. Council Member Nava moved to postpone Bill 198 to Feb. 4; the motion was seconded by Council Member Kerkowitz and passed with seven ayes and two excused members.
Bill 199 proposed changing the county zoning for a 5.349-acre property at 64-983 Mamanoa Highway from Agricultural 5 acres (A-5) to a mixed combination of Residential Agriculture (RA-0.5) and Neighborhood Commercial (CN-10) to allow subdivision into eight lots (three commercial lots fronting Mamanoa Highway and five residential agriculture lots). The Liberty Planning Commission forwarded a favorable recommendation for the state land use map amendment but an unfavorable recommendation for the requested change of zone. The applicant requested postponement of Bill 199 as well; Council Member Nava moved to postpone Bill 199 to Feb. 4 and was seconded by Council Member Kerkowitz. The committee recorded seven ayes with the same two members excused.
During the brief discussion, Committee Member Nava asked that committee members review a prior amendment (noted as 10-15.43 in the record) before the Feb. 4 meeting. No public testimony was offered on either bill during the Jan. 7 meeting.
Both items will return to the committee’s Feb. 4 agenda for further deliberation and any formal recommendation to the full council.
