Staff told the council there were no changes since the first reading and responded to questions from council members. The amendments were presented by Director Cook and staff reported public review at the December 11 Community Zoning Information Meeting with no public comments on these specific changes.
Council requested clarity and staff confirmed no substantive changes from first reading. The motion to adopt the UDC text amendments passed unanimously.
The amendments modify land-use permissions in the UDC, provide a new historic-preservation incentive tied to flag-lot creation, and adjust procedural fee language. Staff will implement the changes through the planning and permit workflows and the revisions will take effect according to city ordinance procedure.
