Moscow City Council approves $100,000 Water Smart grant application to advance smart-meter rollout

The Moscow City Council on Jan. 6 authorized staff to submit a $100,000 application to the Bureau of Reclamation’s Water Smart Small-Scale Water Efficiency program and approved a corresponding resolution to support the city’s AMI (advanced metering infrastructure) rollout.
City staff said the grant would support the next phase of a metering project that the city previously proposed to buy 500 new meters. Lisa Anderson, a staff member, told councilors the city is reapplying after receiving feedback from the agency and gaining additional procurement details since the prior submission. “We come before you tonight to ask permission to reapply for a grant that we applied for in July,” Anderson said.
Evan Tamar, a staff member, updated the council on the AMI procurement and early installations. “We had executed the procurement agreement for the AMI system, done site visits to all of the locations where we’re gonna put the collector and repeater infrastructure on our assets. And then we have, we have received the first 100 meters of the alpha phase of this project,” Tamar said. He said the Water Smart grant would “couple perfectly with the next beta phase of this AMI process.”
Council discussion covered the grant timeline and notification to affected residents. A councilor asked when award announcements would be made; Tamar said grant award announcements typically arrive in May and that a funding agreement would follow around October. Staff told the council that as meters are installed residents will receive literature explaining the devices and enrollment in the customer portal.
A motion to submit the $100,000 grant application and adopt the resolution passed unanimously with roll-call “aye” votes recorded from Drew Davis, Julia Parker, Hayley Lewis, Bryce Blankenship, Sandra Kelly and Gina Truschow.
Next steps: staff will submit the revised application reflecting installation details and, if awarded, proceed with scheduling the next AMI installation phase to align with the city’s procurement and vendor schedule.
