Clinton swears in finance officer, names deputy and approves multiple board appointments

The Clinton City Council administered the oath of office to Rhonda Summers as the city's finance officer and recorded JP Duncan as deputy finance officer.
Manager and clerk officials conducted the oath. Council described Summers as coming from the Upper Coastal Plain Council of Governments in Wilson, N.C., with extensive municipal finance experience. Summers stated she is a CPA with decades of accounting experience and said she looked forward to serving the city.
Council also approved several board and committee appointments. The council appointed Neil Fairclough to the Board of Adjustments (District 2) and approved Chuck Spale for another advisory post; Margie Hill and Timmy Butler were reappointed to the Cemetery Advisory Board. During the discussion councilmembers clarified that one Board of Adjustments slot requires residency inside the city's extraterritorial jurisdiction (ETJ), defined as the area extending one mile outside city limits, and staff said that recruitment for that ETJ seat will continue and an appointment is expected in February.
The council nominated a voting delegate and alternate for the League of Municipalities conference and approved the clerk to record the selections. Several motions to approve minutes and reappointments were made and passed by voice vote during the meeting.
