Rankin County Board: summary of actions, contracts and administrative votes — Jan. 6, 2025
Summary
The Rankin County Board of Supervisors approved a slate of administrative items Jan. 6 including tax-bill corrections, vendor awards, a stormwater management program adoption, a forensic-lab MOU, a standby disaster-debris contract and an interim justice-court appointment.
At its Jan. 6 meeting, the Rankin County Board of Supervisors voted on multiple routine and contingency items affecting county operations and services.
Elections and appointments - Planning Commission officers: The commission elected Sid Scarborough as president and Scott Berry as vice president (motion passed by voice vote during the planning commission portion of the meeting). - Justice court vacancy: The board appointed the Hon. Clarence "Don" Leland Jr. as temporary Rankin County Justice Court judge (district 3) to fill the vacancy created when Josh McCrory took the oath as county court judge on Jan. 3. The board also directed the county attorney to notify the election commission to schedule a special election for a permanent replacement.
Contracts, bids and vendor actions - Commodity and term bids: The board approved recommended vendors for multiple county commodity and term bids (administration reviewed bids and recommended awards). - Pest control: The board awarded a contract for county building pest control services to the lowest bidder, Safeguard (motion carried). - Standby disaster-debris contract: The board authorized the president to sign a five-year standby contract (with up to three one-year renewals) with Southern Disaster Recovery LLC for disaster debris removal and disposal services. The contract allows up to 500,000 cubic yards of debris under the base contract; additional debris would require board authorization to incur extra costs.
Programs and intergovernmental - Mississippi Department of Public Safety MOU: The board authorized the president to sign an MOU with the Mississippi Department of Public Safety to revisit a dedicated employee position at the Mississippi Forensic Lab assigned to Rankin County criminal proceedings. The agreement requires no county funding for two years. - Stormwater management program: The board adopted the Rankin County Stormwater Management Program as published (public hearing opened and closed with no speakers).
Tax and administrative corrections - The board approved multiple tax-bill voids, refunds and correction items as listed in the consent agenda (several PPINs were noted as erroneously assessed or tax-exempt; motions carried by voice vote). - The board authorized the tax collector to correct records for certain mobile/manufactured-home Avalon-tax assessments that were confirmed to be erroneous.
Other administrative actions - Energy performance/conservation: The board received qualifications from two vendors (PATH and Upchurch Services) and directed the county administrator to request written proposals and proposed agreements from both firms for later review. - Volunteer fire workers' comp: The board approved renewal of workers' compensation coverage for volunteer fire departments with Liberty Mutual for March to March coverage. - Cities' election equipment: The board authorized use of county voting machines for municipal elections for the cities of Pearl and Brandon, subject to coordination and fee estimates.
The board moved into executive session at the end of the public meeting to discuss land acquisition and litigation.
