Stevens County board approves routine fiscal resolutions, victim-witness grant detail and purchases-between-meetings authority

The Stevens County Board of Commissioners passed several administrative resolutions and a budget-detail approval for a victim-witness grant during its organizational meeting.
County staff reported the victim-witness grant award totaled $80,154 — $10,154 more than previously budgeted — and asked the board to approve entering the grant’s line-item detail into the county’s financial system (IFS) for auditing and reporting purposes. The board approved the motion to post the detail to IFS. Staff noted the grant runs on an October-to-September cycle, which requires cross-year reconciliation.
The board also approved a motion allowing purchases of goods and services that are already budgeted to proceed between board meetings when delaying purchase would affect pricing or county operations; staff cited fuel purchases as a typical example. That motion will allow staff to continue routine procurement for county operations between meetings under the conditions discussed.
Separately, the board adopted resolutions authorizing the auditor-treasurer to pay certain Wednesday claims, to make electronic funds transfers (EFTs) where required, and to designate fiduciary designees: Rachel Peterson and Jerry Bacon (listed as deputy auditor-treasurer fiduciary designees). The board also designated the Stevens County Times as the county’s official newspaper for 2025–27.
During the meeting staff said an Allie Ellis had accepted a board offer; the full, ratified employment contract was expected to be presented to the board for approval at the Jan. 21 meeting.
