Livingston County commissioners elect 2025 chair and vice chair; adopt amended board rules and meeting dates

The Livingston County Board of Commissioners elected Jay Drake as board chair for 2025 and Nick Fiani as vice chair, and adopted an amended set of board rules and the countys 2025 meeting dates during a regularly scheduled meeting.

The actions were taken after a sequence of nominations and votes and a detailed debate over proposed amendments to the board rules. Administrator Byrd said special meetings are rare but sometimes arise at short notice for timing-sensitive matters and that the change was intended to make scheduling such meetings easier. Commissioner Nakagiri and others said they preferred maintaining the longer-standing three-commissioner threshold as a check on unilateral action. The board voted 0 to 9 against amendment 1.

- Proposed amendment 8 originally used the word "may" to describe whether the chairperson could invite other commissioners to participate in the administrators evaluation. Commissioner Gross and others argued the evaluation should include input from commissioners. The board voted to change the language to "shall" and to insert the phrase "all other commissioners" (so the final language reads that the chair shall invite all other commissioners). That revised amendment passed 6 to 3.

- Proposed amendment 7 would add a slot for commissioner comments immediately following the second call to the public. Some commissioners said they feared that placing commissioner comments there could prompt back-and-forth dialogue and raise the temperature of meetings; others said it provides a concise closing opportunity for announcements or brief remarks and pointed to Roberts Rules of Order and common practice in other local boards. Amendment 7 passed 8 to 1.

After resolving the amendments, the board voted to adopt resolution 2025-01-003 as amended; the board recorded the final voice vote as 9 to 0 in favor.

Several commissioners noted that board rules can be amended in future meetings if the new language is seen to cause problems, and that statutory open-meeting notice requirements still apply to special meetings. No new funding or external contracts were tied to the rule changes.

The meeting concluded with the board taking no public-comment speakers and adjourning by unanimous voice vote.
