Assembly accepts $1 million Tongass grant for Glacier flood study to support USACE investigation

The Juneau City and Borough Assembly on Jan. 6, 2025 adopted Ordinance 2024-01 Version B (Large Letter Z) to appropriate $1,000,000 awarded by the U.S. Department of Agriculture Forest Service, Tongass National Forest, to support near-term studies for the U.S. Army Corps of Engineers' general investigation of future Mendenhall Lake outburst flooding.
City staff said the funding will provide continued technical and financial support for near-term studies to develop baseline data for the Corps' general investigation and long-term solutions to Mendenhall Lake outburst flooding. The ordinance notes a local match requirement of $326,000, to be met by in-kind labor from engineering and public works and to be completed by the end of the participating agreement.
The ordinance had been reviewed by the Systemic Racism Review Committee and was recommended for adoption. The assembly adopted the ordinance by unanimous consent after staff presentation; no public testimony was recorded on the item.
Staff said the award is part of a participating agreement between CBJ and the USDA Forest Service and does not change the Corps' independent investigation or decision-making. The appropriation will fund near-term work and baseline data collection to inform the Corps' study.
