Chico opens biannual recruitment for city boards and commissions; 35 applicants submitted

Miss Preston, a city staff member handling recruitment, briefed the council on the process and eligibility requirements. She told council members that applicants must be registered voters in the City of Chico, a requirement outlined in the city charter and the Chico Municipal Code. The biannual recruitment, which occurs in election years, began Oct. 1 and was extended to gather additional applicants. The city received 35 applications, many from residents who applied to more than one commission.
Miss Preston described the appointment procedure and timelines: most commissions have seven-member rosters (Arts Commission; Bidwell Park and Playground Commission; Climate Action Commission; Planning Commission), while the Airport Commission has a five-member roster and remains subject to a balloting process. The council was asked to submit nomination forms for applicants and Miss Preston said nominations from newly elected council members would be consolidated by Jan. 21 (staff'provided date in the meeting packet).
Applicants who were present were given three minutes each to speak. Dozens of applicants described relevant experience and reasons for seeking appointment. Speakers highlighted commitments to continuity, attendance, subject-matter knowledge and community engagement. Those who spoke included: - Larry Wall (applying for reappointment to the Planning Commission), who thanked planning staff and noted housing affordability concerns; - Tracy Vincent (Planning Commission applicant), a military retiree with emergency-management and agricultural family ties to Chico; - Megan Thomas Petty (Bidwell Park and Playground Commission applicant), outgoing commission chair and member of the Urban Forest Master Plan working group; - Frank Willis (Bidwell Park and Playground applicant); - JC Crowe (applying to Planning and Bidwell Park and Playground Commissions); - Martin Nichols (Airport Commission applicant), who served as airport commissioner and police advisory board member; - Ryan Sharp (Planning and Climate Action applicant), who recommended Council Member Goldstein be Chico's BCAG representative; - Joanna Brooks (Arts, Climate and Airport applicant); - Grace Hoopengarner (Climate, Airport and Arts applicant); - Austin Baron (Planning applicant, commercial real estate broker); - Marquita Goodman (Arts applicant, artist); - Anna Alexander (Climate Action applicant, environmental historian); - Dustin Vaught (Arts applicant, chair of Butte County Film Commission); - Lindsey Pullen (seeking reappointment to Planning Commission and chairing related boards); - Ken Renzink (Planning applicant); and - Jared Geyser (Climate Action applicant, conservation planner background).
Miss Preston asked council members to review application materials and said attendance at the meeting was not required for appointment consideration. She also reminded council members that staff redacted personal information from application packets but would provide contact information to council members on request for follow-up vetting.
Why it matters Boards and commissions advise the council on land use, parks, arts and climate policy and serve as citizen advisory bodies. Filling vacancies affects the city's ability to implement long-range plans such as the General Plan, Urban Forest Master Plan and Climate Action Plan.
What the council did No appointments were made at this meeting. Council members were asked to submit nomination forms; the airport commission appointment will use a ballot when nominations are consolidated with an expectation that the council will act at a subsequent meeting.
