The Garland City Council unanimously adopted the consent agenda on Jan. 7, approving minutes, multiple construction and maintenance bids, change orders and an agreement for real-property transfer. The council also confirmed a nomination to the Parks and Recreation Board.
The consent agenda included items the city manager or designee was authorized to execute, covering streetlight maintenance and underground cable replacement, material testing for Naaman School Road, bottleneck improvements change order, substation control enclosures, transmission line engineering services, grade‑crossing agreements, wastewater improvements and water meter purchases. Planning staff noted that a prior public hearing had already been conducted for a zoning case (Z-24-34) and the council previously approved the zoning request.
Councilmember Beard moved to approve the consent agenda; Deputy Mayor Pro Tem Luck seconded and the motion passed unanimously. Councilmember Beard subsequently nominated Joseph Mavaro to the Parks and Recreation Board; the council approved the nomination unanimously.
Why it matters: The consent agenda bundles routine and previously reviewed procurement and administrative items so the city may execute contracts and continue capital and maintenance projects without individual debate on each item.
