The Ketchikan Gateway Borough Assembly on Monday adopted Ordinance 2056 to rezone portions of the White Rock subdivision, approved $6,236,555.12 in claims and passed a multi-item consent calendar in unanimous votes.
Ordinance 2056 rezoned Lots 1A, 2A and 20 of the White Rock subdivision (692 D1 Loop Road) from the suburban residential and planned unit development (PUD) zones to the RS zone. The planning director told the assembly the essential difference was that under the PUD the lot would allow one dwelling, while under RS it would allow two dwellings: "under the PUD, this lot would be allowed 1 dwelling, and under RS, it'd be allowed 2 dwellings." There was no public testimony on the ordinance. Assembly Member Mary Arntzen moved adoption; Assembly Member Pamela Palmer seconded. A roll-call vote recorded six ayes and the ordinance passed.
The assembly then voted to accept the presented claims. Assembly Member Palmer moved to approve the claims totaling $6,236,555.12; the motion was seconded and passed on a unanimous roll call.
The consent calendar, described by the clerk as routine items enacted by a single motion, included: approval of minutes for the Dec. 16, 2024 meeting; introduction of Ordinance 2058 appropriating $300,000 from the Denali Commission grant fund for the Saxman Low Income Housing Development; Resolution 31100 adopting cost-of-living adjustments for nonrepresented employees; Resolution 3105 adopting an alternative allocation method for the FY2025 shared fisheries business tax program; a collective bargaining agreement with the Alaska Public Employees Association; an agreement with the Ketchikan Gateway Borough School District for capital improvement projects in the amount of $1,250,000 and redirection of funds in the amount of $75,000; an interfund loan to the South Tongass service area up to $1,422,675; change order No. 1 to Ketchikan Mechanical Inc. for White Cliff Building HVAC repairs ($45,244.42); bid award to Ketchikan Ready Mix Inc. for Lower Dudley Field Realignment ($578,300); and a lease agreement with the Southern Southeast Regional Aquaculture Association (item text in the agenda noted "Alaska Thailand survey 1658"). Assembly Member Bowling moved to approve the consent calendar; Assembly Member Palmer seconded and the body approved the calendar by unanimous vote.
The planning director's explanation and the assembly's unanimous votes mean the rezoned lots may be developed in line with RS-zone standards that allow two dwellings where the PUD allowed one. No public comments were recorded on the rezone request at the hearing.
The approved claims and consent items were recorded in the meeting minutes and will proceed to routine implementation steps by the borough administration.
