City proposes housing and community services investments including lead remediation, demolition and a new down-payment assistance program

Staff said estimates in the packet include demolition, acquisition/clearance, affordable housing development financing, lead-based paint remediation supported by a HUD grant (stated at $2,400,000 in the presentation), and a $200,000 minor home repair program delivered in partnership with Rebuilding Together. They said the HOME program is being used to target development of roughly 160 affordable units and renovation of about 101 rental units, though staff noted allocations remain contingent on HUD funding.
Housing staff described a planned down-payment assistance program for first-time homebuyers to be funded with HOME funds; eligibility would require completion of a HUD-certified homebuyer education course, staff said. Council members asked for a clearer accounting of Home 1.0 outcomes and a breakdown of Home 2.0 planned units; staff agreed to provide updated lists and status reports.
Staff also described an ARPA-funded Neighborhood Revitalization and Sustainability program that partners with Summit County, Nazareth Housing and Habitat for Humanity to support homebuilding and rehab. Officials said counts for Habitat and Nazareth projects fluctuate as applicants are recertified, but staff agreed to provide a project-level update on completed and planned units.
