Stockton commission meeting lacks quorum; Lincoln Unified liaison resigns and meeting later returned and adjourned
Summary
The Stockton Parks & Recreation Commission did not have a quorum at the start of its March 27 meeting, so minutes could not be approved; the commission noted the resignation of Lincoln Unified liaison Tavoli Walker and later moved to return and adjourn the meeting.

The Stockton Parks & Recreation Commission convened at 5:32 p.m. on March 27 but initially lacked a quorum, preventing the commission from approving minutes or taking formal action at the start of the meeting.
"As of right now, we don't have a quorum, so we can't approve anything," said Chair Lockwood early in the meeting. The chair added that the city and staff had received word that Tavoli Walker had resigned her liaison post from Lincoln Unified; Lockwood said Lincoln Unified planned to reappoint another board member at its school-board meeting the following Wednesday.
Because the commission lacked a quorum, the body skipped approval of the consent calendar and deferred minutes and other items until a quorum could be established. Public comment was recorded as none for the meeting.
Late in the agenda, commissioners moved to return (the transcript records a request "I'm looking for a motion to return"). A motion to return was moved and seconded and the motion was recorded as passed. The meeting was adjourned at 6:07 p.m.
The transcript does not identify the mover or seconder by name for the motion to return; the action was recorded as passed without a roll-call vote in the transcript excerpts provided.
