Monroe County commissioners on Wednesday approved an initial assessment resolution to collect special assessments for annual operations and maintenance (O&M) of the Twin Lakes Road Adaptation Project in Key Largo but did not adopt a parallel measure to impose a $25,000-per-billing-unit capital assessment.
The approved initial assessment (agenda item R-2) directs the county to proceed with the public-notice and hearing timeline for the annual O&M assessment for properties in the Twin Lakes Municipal Service Benefit Unit, including mailed and published notices. The board approved the measure after a motion and second; no commissioners opposed.
Capital assessment debate Separately, staff presented a resolution (R-3) proposing a $25,000 per billing unit capital assessment to cover a shortfall in construction costs. Numerous residents and commissioners objected. Speakers from Stillwright Point, Twin Lakes and other neighborhoods called the proposed flat capital figure unfair, noting differences in project shortfalls and resident ability to pay, and urged the county to explore alternatives such as countywide surcharges, tolls, or other revenue mechanisms.
Public commenters and some commissioners said parts of the program were not sufficiently transparent before construction began and that tying capital assessments to a single, large per-unit figure risked pricing long-term residents—particularly retirees on fixed incomes—out of their homes. After discussion the board did not move to adopt the R-3 capital assessment resolution; the item failed for lack of a motion.
Why it matters Staff described R-2 as the pilot assessment item for the county’s roadway adaptation program. The O&M assessment creates an annual review and billing process similar to municipal service benefit units and canal-assessment approaches the county uses for maintenance of specific infrastructure. Commissioners asked for more neighborhood-level outreach and directed staff to hold community meetings (including a Stillwright Point meeting this summer) and to study alternatives and regulatory relief options that might reduce local costs.
Next steps Staff will proceed with the mailed and published notice and will return at the final assessment hearing with the O&M amount set. The board also directed staff to schedule additional community outreach and to explore alternatives and regulatory variance requests to address cost and feasibility concerns raised by multiple neighborhoods.
