During a public hearing on Resolution 07‑2025, City staff described only minor changes from the tentative budget, noted an updated county tax rate (0.002167) and explained several staffing and transfer decisions. The updated rate yields $3,351,250 in projected property‑tax revenue for the city. Councilmembers asked detailed questions about line items, community contributions (contracts for social‑service providers), MRAC capital and maintenance allocations, and potential allocations for the municipal golf course.
Councilmember discussion included clarifying the difference between community contributions and contracts for services; staff said the budget includes contract fees for organizations that provide services the city does not deliver directly and that a policy is being drafted to formalize allocation criteria. Staff also explained transfers to capital projects and that some vehicle expenses were moved into a separate vehicle fund.

City staff said corrected supporting documents and additional details will be provided for other pending budget amendments; the final budget as adopted reflects the tax rate set by the county and the council's allocations for the coming fiscal year.
