Council approves 4.19% increase to GreenWaste organic collection rates; MOU amendment adopted

CARMEL-BY-THE-SEA, Calif. — The City Council on June 3 approved a 4.19% rate increase for GreenWaste Recovery, the city’s franchised organic-collection provider, and ratified an amendment to the MOU covering regional implementation of CalRecycle’s SB 1383 organic‑waste requirements.
Staff said the increase reflects disposal, processing and operating-cost adjustments and brings the residential 32‑gallon organics service from $53.78 to $56.03 per billing cycle (an increase of $2.25). HF&H consulting reviewed GreenWaste’s request and recommended the 4.19% adjustment; GreenWaste’s general manager Jose Ortiz and HF&H representative were present to answer questions.
The council also approved the regional implementation amendment (Carmel’s share shown in the staff report as $14,213 for the current fiscal year) and heard that the city and franchisee have been implementing SB 1383 outreach, waiver processing and enrollment. Staff reported 23 waivers approved to date and 10 accounts either denied or in the process of adding organics service; four commercial sites remained outstanding.
The motion to approve the rate change and MOU amendment passed 5‑0 on roll call.
