Jill Thayer, Bureau of Legislative Research, told the committee that Segal was hired under contract and has begun identifying bills that may require fiscal impact statements under the joint rules. “Segal was hired by legislative counsel, last year. We have them under contract,” Thayer said, adding that the firm began tracking prefiled bills on Nov. 20 and had identified about 27 bills that may require statements.
