Hemet council rejects all bids for trash-enclosure project after bids exceed budget

Hemet City Council on Feb. 11 voted 5-0 to reject all bids for a planned trash-enclosure project after staff said the two received bids exceeded budget by a substantial margin.
Staff reported they had expected more responses but received only two bids that on average were "$100,000 or greater" than the city's budget for the work. The report recommended rejecting all bids and pursuing alternatives, including convening contractors for feedback and exploring modular trash-enclosure vendors.
Staff described a modular vendor quote of about $25,000 for materials plus concrete and installation, with a total installed cost "between 40 and 50,000." The presenter and city manager suggested convening a focus group of contractors to identify ways to reduce costs, and exploring partnerships with nonprofits or volunteer options for construction or maintenance.
Mayor Pro Tem Carol Kendrick moved to reject all bids; Council Member Lodge seconded. The roll call vote was Krupa yes, Lodge yes, Mayles yes, Mayor Pro Tem Kendrick yes, Mayor Jackie Peterson yes. The motion passed 5-0.
Council directed staff to seek contractor feedback on bid pricing and to continue exploring lower-cost alternatives and modular solutions for future solicitation.
