Council okays $172,370 purchase of mobile roller crusher for citizen collection stations

The El Paso City Council authorized the Purchasing and Strategic Sourcing director to issue a one-time purchase order to EPAC Systems, Inc., the sole authorized North American distributor of Bergman waste-and-recycling equipment, for a mobile roller crusher estimated at $172,370.
Nicholas Ibarra, director of Environmental Services, explained the machine's expected operational benefit: "This allows us to go from 2 to 3 tons per container to 5 to 6, which minimizes the trips for our truck drivers to take those to the landfill and will be more efficient at the citizen collection stations." The council voted to approve the purchase unanimously.
Council members who toured the plant praised the equipment and staff. Representative Theodore said the facility visit showed "it's just amazing everything that you and your team do out in those collection stations." Representative Limon asked about the glass-crushing machine; Ibarra said the city's existing unit suffered a catastrophic engine failure in November and staff plan to include a replacement in the FY26 budget.
The purchase is intended to improve collection-station efficiency by increasing container compaction and reducing haul trips; it does not replace the separate glass-crushing project, which staff said will return as a budget item in FY26.
