County adopts engrossed ordinance 897 to expand River Terrace 2 into urban growth boundary

The Washington County Board of Commissioners adopted engrossed Ordinance 897 on Jan. 28, approving the transfer of the River Terrace 2 area from the rural to the urban area under Metro’s Urban Growth Boundary expansion process.
Todd Borkiewicz, senior planner with the county’s Department of Land Use and Transportation, told the board the ordinance covers roughly 500 acres in the River Terrace 2 expansion area and makes amendments to county planning documents to reflect prior updates to the county’s significant natural resources program and the state’s climate-friendly and equitable communities rules.
“This is 500 acres, approximately 500 acres, River Terrace 2,” Borkiewicz said in the staff presentation. He summarized the ordinance history: Metro proposed the expansion, the Metro Council approved the change as a UGB land exchange, and the Department of Land Conservation and Development issued approval in 2023. The county held required hearings on the draft and then on the engrossed ordinance after updates to the significant natural resources program (ordinances 901 and 902) were adopted.
The board held its second required hearing on the engrossed ordinance on Jan. 28. No public testimony was received in the hearing. Staff recommended adoption of the engrossed ordinance and associated findings; the board adopted the ordinance and findings in separate votes, each recorded as 5–0.
Commissioners conducting the roll call recorded votes in the affirmative from Commissioner Fye, Commissioner Schneider, Commissioner Willey, Vice Chair Treese and Chair Harrington. The board also directed that the engrossed ordinance and findings be adopted at the conclusion of the hearing.
The adopted changes amend the Mountain Community Plan and related county planning documents to incorporate the UGB expansion area and align the county’s code with prior recent action on significant natural resources and state planning rules. No additional public testimony was received during the hearing and staff noted the county had received opposing testimony on the earlier draft hearings, which staff addressed before reporting back.
The ordinance and its findings were adopted by the board at the Jan. 28 meeting; the county will proceed with the administrative steps needed to update planning maps and implementation tasks tied to the River Terrace 2 expansion.
