Manor ISD reports STAR interim gains across campuses; district frames progress under constraint measure

District staff presented an update on Constraint Progress Measure No. 3, comparing STAR interim overall numeric scores from fall 2023 with fall 2024 to assess progress while TEA accountability ratings remain paused.
The presenter told trustees the STAR interim assessments align to Texas standards and are used as predictors of spring performance. Using an apples-to-apples comparison of the November 2023 and November 2024 fall interim tests (math and reading), elementary campuses showed improvements ranging from about 8 percentage points up to 28 percentage points on the overall numeric score. Middle schools also showed gains; at the secondary level, most middle schools and one high school improved while Manor High School remained an outlier.
The presenter cautioned that interim scores are not identical to the state's eventual numeric calculations (the state uses additional formulas and in some years a written component), so the district is careful not to treat interim overall numeric scores as final accountability numbers. "This is not data used to predict what we're gonna end up with at a STAR test... All I know is we're doing something that's doing 18 points better in the reading, and so it's moving in the right direction," the presenter said.
Trustees asked for more disaggregated secondary data, including growth on end‑of‑course retests; staff said they would provide additional breakdowns and continue targeted campus coaching and training.
