Minnesota House reassigns multiple bills to different committees; motions prevail

ST. PAUL, Minn. — The Minnesota House of Representatives on Monday, Feb. 17, 2025, approved a series of motions to recall and re-refer multiple house files to different committees after brief floor debate.
Lawmakers voted to move House File 367 from the Committee on Public Safety, Finance and Policy to the Committee on Transportation Finance and Policy; House Files 664, 665 and 666 from the Committee on Health Finance and Policy to the Committee on Human Services Finance and Policy; and House File 1,061 from Commerce, Finance and Policy to State Government Finance and Policy. Representative Quam also successfully moved that House File 594 be returned to its author. All motions were approved by voice vote and the clerk recorded that the motions "prevail(ed)." The record does not include roll-call tallies.
The reassignments drew short exchanges on committee jurisdiction. Representative Murphy, who moved the referral for House File 367, said the bill "belongs in chapter 169 of transportation, so that's why we're starting with it there. There was, there has been no decision to send it back to public safety at this time." Representative Mueller questioned whether the measure should return to Public Safety, saying in part, "I do think it will need to come back to public safety because it does impact prosecution." The floor then approved Murphy's motion.
Representative Hicks, who moved the three health-to-human-services transfers, described those bills as related to "medical assistance for employed persons with with disabilities and seniors, so we should hear it in human services first and then, if necessary, in health." Representative Krishna said she had not been able to connect with all committee chairs and stated, "for that, I would oppose this motion." Hicks replied she had spoken with the human services chair and proceeded; the motions were approved by voice vote.
Representative Nash, who moved the reassignment of House File 1,061, said the bill "should have been referred to my own committee. ... It is a repealer bill for the miniature legislative oversight commission, and the LCC is actually in favor of getting rid of some of these unused commissions." Representative Quam moved to return House File 594 to its author; that motion also prevailed.
The actions on committee referrals were taken under routine floor procedure, with members saying some committee chairs had been consulted and others not; several speakers asked that further conversations occur offline. No bill debates on final passage, amendments, or policy determinations occurred in the recorded segments. The House adjourned until 3:30 p.m. Thursday, Feb. 20, 2025.
