Miami-Dade commissioners approve small-scale CDMP and zoning changes for SW 278th Street project

Miami-Dade County commissioners voted unanimously to approve an amendment to the county’s Comprehensive Development Master Plan (CDMP) and a companion zoning application for a project at the southeast corner of Southwest 278th Street and Southwest 154th Avenue.
The project, filed by 278 Street Development LLC as CDMP application CDMP-20-24-6 with concurrent zoning application Z2024000107 (referred to at the hearing as 3A and 8C4), was before the board for public hearing and final action after previously receiving first-reading consideration.
Why it matters: The approvals convert a previously reviewed small-scale CDMP application into final action with specific covenant conditions that the applicant must submit in finalized form shortly after the vote. Those covenants are the mechanism the board used to lock in development limits and public-benefit commitments tied to the approvals.
Applicant Hugo Arzas told commissioners he and his team "enjoy staff's recommendation of approval on both, CDMP and zoning," and said he had met with neighbors and addressed concerns. Commissioner Cohen Higgins, the district commissioner, moved the application consistent with staff recommendations; the motion was seconded by Commissioner Gilbert. The board then asked staff about the final executed covenant timing and accepted a 10-day condition for delivery, as staff recommended.
The clerk’s roll-call recorded all members voting yes; the clerk announced "Motion passes unanimously." The zoning director stated on the record that no protests had been filed against the zoning application and that a signed zoning covenant had been distributed to the board earlier that day.
Evidence from the hearing indicates the applicant agreed to incorporate recommended parks and connectivity features into later site-plan submissions. The applicant told the board he would "work with pros with the parks department to incorporate those recommendations" including shade trees, bicycle racks and benches and that those elements would be reviewed at the ASPR (Parks) stage.
Next steps: Staff will collect the applicant’s executed covenant and final declaration within the 10-day condition set by the board; the zoning director noted the covenant had been distributed and accepted for the record. If the board had chosen to convert the item to a transmittal rather than final action, the companion resolution would have remained available; because final action was taken, the companion resolution was deemed withdrawn.
Votes at the meeting: The motion to approve the CDMP and companion zoning was moved by Commissioner Cohen Higgins and seconded by Commissioner Gilbert and passed unanimously (roll-call recorded as yes by Commissioners Bastian, Cabrera, Quinn Higgins, Gilbert, Gonzales, Higgins, Regalado, Steinberg, Vice Chairman McGee and Chairman Rodriguez).
