Council approves pay application, change-order credit and certificate of substantial completion for Cascade Public Library

The Cascade City Council on Feb. 24 approved a set of actions related to the new Cascade Public Library project: pay application No. 13, a change-order credit for unused contingency funds, and a certificate of substantial completion for the project contractor, Garland Construction Inc.

Council voted to approve Pay Application No. 13, a payment request identified in the packet as roughly $6,100; the packet and council discussion noted about $197,000 remained to be paid, which includes retainage. Councilmembers said the remaining exterior punch-list items are being tracked and that frozen/winter conditions have delayed some exterior work.

The council also approved a change-order credit from a $75,000 contingency, with the packet showing approximately $53,000 to be returned to the city and applied against the contract price. Council approved the certificate of substantial completion for Garland Construction, recognizing that the project is substantially complete but that some items remain to be finished under the contractor's warranty and the city's two-year coverage period.

Council discussed retainage and how remaining work will be completed when weather allows; staff said the contractor will not receive final payment until punch-list items and grounds work are addressed. Council approved the three resolutions by roll-call votes.

City staff asked for continued oversight of outstanding exterior items and for confirmation that contractors have these items scheduled for completion; staff said they were coordinating site walk-throughs and monitoring the two-year warranty period.
