Council approves zoning text amendments to plat timing, bonding and landscape buffers

Doug Hansen, Kuna’s planning and zoning director, presented a zoning text amendment (Case No. 24-03-0A) that made multiple edits to Title 5 of the Kuna City Code, consolidating time-extension rules for plats and revising landscaping and buffer requirements.
Hansen said the proposed revisions move time extensions and reinstatements into a single code section, allow two years to obtain the city engineer’s signature on phase 1 of preliminary plats and two years between final‑plat phases, and give staff more control over timing tied to city engineer signatures rather than recorder‑office recording. “This consolidates them into one section and just sets the standards the same,” Hansen said.
The changes also propose updates to the bonding process for landscaping and reduce the required landscape buffer along expressways, highways or entry corridors abutting residential districts from 50 feet to 40 feet. Hansen described the change to buffers as part of a package of technical updates following last year’s code update (Case No. 23-01-OA).
No members of the public testified during the hearing. The council closed the public hearing and voted to approve the zoning text amendment. When polled, Council member McPherson voted yes, Council member Leroy voted yes and Council President Bruce voted yes; the mayor did not cast a recorded vote. The motion carried.
